Reviving...
The Problem is back after upgrading to NW JAVA AS 7.31 SP17 and this time it's not an issue of nested/flat archive content. The problem is now persistent for any archive in any constellation. This includes standard archives from SAP notes and this includes daft downloading / reuploading (without changing anything) existing archives.
