Basically you have to customize the situation that you have in your production system, adding a release code 37, customizing the release prerequisite, then you need to transport this from development to production. If done correctly then your mess will not change.
After that you have to correct your customizing by deleting the customizing related to the 37 and transport this also to production.
Alternative: As your system is anyway a mess and your admins are relaxed with customizing that is done directly in production they can do that a last time and allow you direct table updates to get rid of the mess. Compare all tables starting with T16F and make production equal to your development system.
