I had a similar situation when I helped move SAP servers from the west coast to the east coast. We used Oracle (11.2.0.3) Data Guard and configured the "new" system as a standby database and replicated the logs across the WAN until we were ready for the switch. Of course we had a very high speed WAN and were able to use that solution. Either way, you have to move archive logs to synchronize data. And the longer you want to be ready in advance the more logs you'll need to apply. Especially, if the project has delays.
