But most of all you want to know how to change the theme of the portal for all users. If so then:
1. Login to the portal in System Admin
2. open portal display -> portal content -> Portal user -> Standart portal user -> Classic Portal Desktop
3. open Classic Portal Desktop - > Desktop
4. select the desired theme (template) or create your own Z. Save and reconnect the portal.
