QM COA functionality has it's own configuration area.

     QM-->Quality Certificates

You can't change the output program used by QC22.  You'd have to make a custom transaction.  SAP does not really support smart forms in QM yet.  SAP script is still mostly used.  I highly advise against changing the underlying program.

I have blog on certs.  Unfortunately for some reason I can't paste anyting today on this keyboard.  But you should be able to find it realitively easily.
